 CONVERGENCE OF YOUTH AND SPORTS PROGRAMMES

 

1. (a) Campaign for identification of sports and social issues as per local need, resources and initiatives:

 

Objectives

 

·        To encourage and motivate Youth Clubs/Mahila Mandals in a district for identification of 05 sports & games (02 Olympic, 02 indigenous and 01 local) and   05 local social sector programmes;

·        To enable youth clubs to prepare their Annual Work Plan (Chart of Activity) & Budget for formulation of project proposals under the scheme of Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA)for getting financial assistance for organizing sports tournaments and development of sports infrastructure;

·        To create conducive environment for sports & games;

·        To identify the Youth Clubs/Mahila Mandals for providing financial assistance for sports & games and

·        To apprise Youth Clubs/Mahila Mandals about NYKS Annual Action Plan and information about various youth development schemes & programmes.

Target

·         100 registered/affiliated Youth Clubs/Mahila Mandals should be enabled to identify 05 sports & games and 05 social sector programmes

·         All these Youth Clubs/Mahila Mandals should be enabled for formulation of project proposal for financial assistance for promotion of sports under the scheme of PYKKA.

·         The covered villages will prepare a Annual Work Plan (Chart of Activity) for social sector and sports & games of the year.

·         Out of the covered village based youth clubs/mahila mandals, 75% youth clubs will preferably be considered for financial assistance under the programme of “Financial Assistance to Youth Clubs for sports activities”.

 

Operational Plan

 

·         Each block will have a 10 members team comprising of present NSVs, NYS, Ex-NSVs and Office Bearers of Rural Sports Clubs and active Youth Leaders of that particular Block(s) and these members will be divided into 5 teams (of 2 members each) in such a way that each team will have 01 present NSV/NYS and 01 Ex-NSV/Youth Leader and Equal Male/Female ratio should be maintained as far as possible;

·         During each Campaign 50 villages should be covered and these should be atleast from 02 CD Blocks;

 

Under the above programme, only those Youth Clubs should be considered under the programme, which fulfill the following basic minimum criteria:

 

v     Youth Club should be registered under Society Registration Act or corresponding State Act/affiliated with district NYK.

v     Youth Club should have participated in a minimum of two NYK programmes during last two financial years.

v     Youth Club should have basic minimum sports infrastructure (of popular sports) or can manage the same in liaison with school or other organization.

v     Youth Club should have organized at least one sports event in recent times.

v     Youth Club is in regular touch with District NYK or submitting report about its activities.

 

·         The covered village Youth Clubs should be motivated to identify 05 Sports/ Games and 05 Social Sector Programmes of their choice;

·         Out of the five sports/games to be identified at least 2 sports/games should be indigenous or traditional games and 2 sports/ games played in the Olympic and one locally popular game;

·         Care should be taken that there is some game in which the women, physically challenged and adolescent can also participate;

 

·         Youth Clubs to be encouraged and helped for formulation of Project Proposal for grant-in-aid under the scheme of PYKKA for development of Sports infrastructure and conduct of tournaments from sports wing of Ministry; and

o                   All these Youth Clubs should prepare their Chart of Activity during the campaign itself; and

·         District Youth Coordinator will display and distribute information about various schemes pertaining to youth on Sports & Games and social sector run by Central and State Govt to the Youth Clubs office bearers and members. 

 

NOTE:  Before launching of the Campaigns, the guidelines of the Programme of “Financial Assistance to Youth Clubs for Sports Activities” may carefully go through and the points mentioned in the programme may strictly be adhered to.

 

1. (b) Block Level Youth Leaders Meeting for Review & Planning by the District Youth Coordinators:

 

Objectives

·         To encourage and motivate Youth Clubs/Mahila Mandals in a district for identification of 05 sports & games (02 Olympic, 02 indigenous and 01 local) and   05 local social sector programmes;

 

·        To enable youth clubs to prepare their Annual Work Plan (Chart of Activity) & Budget for formulation of project proposals under the scheme of Panchyat Yuva Krida Aur Khel Abhiyan (PYKKA) for getting financial assistance for organizing sports tournaments and development of sports infrastructure; To apprise Youth Clubs/Mahila Mandals about NYKS Annual Action Plan and information about various youth development schemes & programmes; and

·         To strengthen the existing youth clubs to enable them to be self-sustainable.

CAPACITY BUILDING OF YOUTH CLUB OFFICE BEARERS AND MEMBERS

2.      Training of Youth Club Office Bearers and Members:

 

The theme of the programme will be Empowered Youth.

 

Objectives

 

·        To develop leadership qualities among the youth club officer bearers and members through training specially in sports & games and social sector programmes/activities so that they can act as focal point of dissemination of knowledge in their own area of activity;

·        To make them aware about various schemes & programmes of Government and other Development Deptts/Agencies for youth development; and

·         To improve vocational skills, capacity building and learn new skills for which there is increasing demand in the market through Reputed Institutions.

 

Duration of the training programmes -As per the project proposal

 

No. of participants  -   As per seat available in the institute identified (1:1 male female ratio) (Interested Youth Club Office Bearers and Members to be selected).

 No. of programmes in a district - As per the project proposal  and estimate given by institute to be approved by Zonal  Director through Deputy Director.

Note

·        60% of the total budget of Rs.2, 00,000/- should be incurred for training in sports & games and 40% on social sector for enhancement of their skill and techniques;

 

·         A mid term evaluation of the physical and financial achievements of the district NYKs will be made by the ZD and in case of under achievement, the funds will be transferred to those district NYKs where fund utilization and achievements are found satisfactory with the approval of Hqrs. and inform concerned PAO Zone for necessary entries in the books of Accounts.

 

NOTE:  A preference should be given to the members of Rural Sports Club, Youth Development Centers and Rural Information Technology Youth Development Centers in Capacity Building Programmes.

 

 

SPORTS PROMOTION PROGRAMMES

 

3. a) Financial Assistance to Youth Clubs/ Mahila Mandals for Sports Activities

 

The theme of the programme is to create conducive environment for sports & games in the rural areas. The objective is to provide assistance to village based youth clubs/ mahila mandals for undertaking indigenous and locally popular games & sports and prepare them to play everyday. Sports & games like running a race, cross country walk or marathon run, Football, Volleyball etc. should also be played in all villages regularily.   For this purpose, financial assistance would be provided to 50,000 village based Youth Clubs/ Mahila Mandals (minimum 100 youth clubs/ mahila mandals of each district subject to actual).  While selecting youth clubs/mahila mandals for financial assistance for sports activities, out of 100 youth clubs/mahila mandals, 75% should preferably be from the youth clubs, which were covered under “Campaign for identification of sports and social issues as per local need, resources and initiatives” and 25% from such youth clubs, which were not covered during the campaigns. Adequate benefit may be given to Mahila Mandals under the programme as per the policy of the Govt. of India.  

 

Under the above programme, District Youth Coordinator of the concerned District may consider only those Youth Clubs, which fulfill the following basic minimum criteria:

 

·         Youth Club should be registered under Society Registration Act or corresponding State Act/affiliated with district NYK.

·         Youth Club should have participated in a minimum of two NYK programmes during last two financial years.

·         Youth Club should have basic minimum sports infrastructure (of popular sports) or can manage the same in liaison with school or other organization.

·         Youth Club should have organized at least one sports event in recent times.

·         Youth Club is in regular touch with District NYK or submitting report about its activities.

·         The applications of Rural Sports Clubs, Youth Development Centers and Rural Information Technology Youth Development Center may also be considered.

 

The application may be invited immediately from the interested Youth Clubs/Mahila Mandals on the format given at Annexure – “X” and should be compiled on the format annexed at Annexure – “Y”. The duly constituted committee should make the selection out of the applicant youth clubs/mahila mandals for financial assistance under the programme. The composition of the selection committee, which is also the purchase committee, is as follows:

NOTE:

 

q               The purchase of the need based sports goods/material should be made after observing all codal formalities.  The purchase should be made by the first quarter itself and to distribute to selected youth clubs for organizing tournaments and coaching camps.

 

q              Rs. 250/- may be given to the selected Youth Clubs/Mahila Mandals as Maintenance Grant for which youth clubs will submit the expenditure statement only.   

 

q              The same committee will be applicable for purchase of sports material for organizing sports tournaments at various levels for which Rs 20,000 have been earmarked to each district NYKs.

                                                                       

 

3. b & c) Block & District Sports Tournaments & Sports Material Purchase: 

 

Aim

 

The programme aims at popularizing the spirit of healthy body & healthy mind among the youth by organizing league / knock out matches in Olympic/ indigenous and locally popular games and sports.  Athletic activities like running a race, cross country walk or marathon run, high jump, long jumps, tug of war, hammer and javelin throw etc. should also be conducted at the village, block and district level. 

Objectives -To promote physical fitness culture among youth; to promote sports culture and sportsmanship among rural youth; and to popularize rural sports which require minimum infrastructure, equipments and finances.

 

Contents of the programme - In addition to Group events like: Kabaddi, Volley-ball, Foot –ball, Athletic activities like cross country, walk or     run, long jumps, tug of war, hammer and javelin throw etc. may also be conducted at the block and district levels.

·        Prizes/ Awards/ incentives to the winners. (No cash prize is to be given)

·        League Matches will be organized by village level Youth Clubs/Mahila Mandals on voluntary basis

The winners of the league matches, block/sub district level tournaments will compete in the same items at the district level tournaments.

 

Mandatory -Youth Coordinator will ensure that few sports events may be organized exclusively for disabled persons and adequate participation of women and adolescents may be ensured

4. District Folk Cultural Festival:

 

The theme of cultural programmes would be National Integration, Communal Harmony, Sadbhavna and Peace.

 

Objectives

 

·         To highlight multi dimensional facets of cultural heritage of the district and to promote the participation of youth in various cultural activities;

·         To project and conserve the rich traditions of folk songs, folk dances and folklores 

·         To promote the National Integration, Communal Harmony, Sadbhvna and peace through cultural programmes like folk dance, folk music and folklore. 

 

Duration of the programme    -          01 to 02 days at district level

5. District Youth Awards (Individual):

 

Under the District Youth Award programme, awards should be conferred on youth who has excelled in different fields of youth developmental activities and social service.  While considering candidates for the District Youth Awards, leadership qualities displayed by them in successfully carrying out voluntary activities should be taken into account. The programme provides an opportunity to support the young volunteers and youth leaders for their selfless, committed outstanding performance at the social/developmental front.  Due weight age should be given for an innovative or new idea by the individual.

 

Objectives, Selection Procedure and Award Distribution Function will be the same as last year

 

No. of Awards – Only 02 (1 : 1 male female ratio) youth can be considered for the award.

Each District Youth Award comprises of a certificate and Rs. 5,000/-Each NYK will confer only 02 (two) awards one for male and one for female.   This award will be a source of encouragement to the awardees as well as an example to others of the district in future. The award money should be given through crossed cheque only.

 

6. (i) Celebration of Important National and International Days :

 

Objectives -To generate awareness about the importance, objectives, theme and philosophy of the national and international days.

 

Contents of the programmes

 

Each district NYK will observe the 10 important days, from the following list, and observe them in collaboration with other offices and departments in the district.

6. (ii) Celebration of National Youth Day and Week (12th of January to 19th of January):

 

 

Objective - To generate awareness on the importance of the national youth day & week especially philosophy & teachings of Swami Vivekananda.

 

Duration of the programmes - 08 days

 

No. of participants per programme - 200 (Participation of youth and prominent citizens of all section of the society should be involved during the celebration)

 

Duration of Celebration - All NYK’s should celebrate the National Youth Day and Week from 12th to 19th of January in different blocks. There must be a main programme of the week in every NSV block and not more than one programme in any youth club/ village.

 

Budget                              - Rs. 16,000.00

Budget for ONE programmeRs. 2,000/- has been earmarked for celebration of each day of the National Youth Week. The amount should be utilized to meet out the refreshment, organizational expenses, prizes etc.

 

7. Sharamdan Shivirs (Work Camps)

 

Objectives -The programme aims at promoting sprit of volunteerism & cooperation among the members of the youth clubs. The main objectives of the programme are same as last year.

INCENTIVES & AWARDS TO YOUTH CLUBS

 

10. Incentive to Youth Clubs for achieving optimum convergence of Youth & Sports

 

Background

 

To recognize the voluntary services of Youth Clubs/ Mahila Mandals for achieving convergence of Youth & Sports, a new programme entitled “Incentive to Youth Clubs/ Mahila Mandals has been introduced. 100 youth clubs per district will be covered under campaign in the 1st phase to achieve the convergence between youth & sports.

 

Objectives

 

·                          To recognize the work done by the Youth Clubs/Mahila Mandals in providing opportunities to rural youth in nurturing their sports talent and in deriving benefit from existing schemes in sports & social sector;

·                        To ensure that each youth club assists/ benefits a target of 100 people each in sports/ games and social issues;

·                         To develop a competitive spirit among Youth Clubs/Mahila Mandals;

·                      To encourage the Youth Clubs to identify ways & means for resource mobilization for undertaking community development projects/     programmes;

 

No. of Youth Clubs to whom Incentives to be given

·                     5000 youth clubs / mahila mandals who have achieved objective of convergence of sports and social issues will be given (@Rs.10, 000/- each and another 10000 youth clubs / mahila mandals which have made an appreciable effort to achieve the convergence will be given            @Rs.5, 000/- each.

·                     Each district will be given 30 incentive awards provided the youth clubs /mahila mandals in that district achieve the convergence.

·                     Top 10 youth clubs/mahila mandals in each district will be awarded (@Rs.10, 000 each).

·                     Next 20 youth clubs/mahila mandals in each district will be awarded (@Rs.5, 000 each).

     

  

Operational Plan

 

·             The incentive will be given to the Youth Clubs/Mahila Mandals on the basis of the number of beneficiaries and the benefits accrued to them from sports & games and social activities undertaken by the youth club during the current year;

·                      District Youth Coordinators should prepare a comparative chart of the eligible Youth Clubs, their activities and achievements on the format annexed at Annexure – “A” for selection of Youth Clubs/Mahila Mandals for Incentive;

·                     The comparative chart should be placed before the duly constituted Selection Committee headed by the District Collector for final selection on the MERIT BASIS; and

·                   The youth club, which gets the incentive, will prepare an action plan to indicate how the incentive money will be utilized. The incentive money is to be used purely for conducting programmes and activities and not for the capital purchase of goods or assets.

NOTE :

·        The Incentive will be given on 14th November, 2008 on the basis of their performance / achievements made during 2007-08.

 

11. District Youth Convention :

 

Objectives

·         To create awareness among youth about the Indian Freedom Struggle, the issues of national concern and their role in nation building;

·         To share Issues confronting the village communities in the field of welfare, development and access to opportunities; and

·         To impart knowledge about the various schemes/programmes of different ministries/Agencies/departments, to the youth club members.

12.  Grant-in-aid to Youth Clubs:

 

Background

 

To recognize the voluntary services of Youth Clubs/ Mahila Mandals for community development, a new programme entitled “Grant-in-aid to Youth Clubs under the schemes of AOYC, FAYC, RSC, YDC and RITYDC” has been introduced, since Ministry of Youth Affairs & Sports has subsumed these schemes with the scheme of NYKS.

 

Objectives of each scheme remain same as per last year.

 

 

Budget -                                                                                                          Rs. 5,00,00,000.00

 

Operational Plan - The Grant will be given to eligible youth clubs as per the proposed relaxed norms, submitted to MYAS. The youth club should purchase a computer under YDC Scheme in view of the affordable cost of PCs and need of the present time.  Willing youth club will contribute the balance amount.

 

AWARDS TO OUTSTANDING YOUTH CLUBS (AOYC):

 

During the year 2007-08, Ministry of Youth Affairs & Sports has subsumed the scheme and NYKS has incorporated the same as Regular Programme in the Annual Action Plan. 

 

Operation

 

The programme will operate at three levels, i.e. District, State and National.   The Guidelines with regard to Eligibility, Mode of Evaluation, Time Schedule and Dates for receiving applications, General Rules and information at different levels issued during the year 2006-07 will be applicable for this year 2008-09 also.

It may be noted that the Individual Youth Awards and Youth Club Awards should be distributed during the grand NYKS Foundation Day Function (14th November) and the amount earmarked for observance of NYKS Foundation Day and organizational expanses for Youth Club Award Distribution may be utilized for this purpose.

Under the State Youth Award Programme, awards should be conferred on youth who has demonstrably excelled in Youth Work in different fields of developmental activities and social service.  While considering candidates for the State Youth Awards, leadership qualities displayed by them in successfully carrying out voluntary activities should be one of the criteria. The winners at district level will be considered for award at State level.

The State Youth Award comprises of a certificate and Rs. 15,000/-.  Each State/UT will confer only two awards one for male and one for female. This award will be a source of encouragement to the awardees as well as an example to others of the State in future.

3. Quarterly Meetings State Advisory Committee on Youth Programmes (SACYP)  – STATE LEVEL

 

The SACYP not only bridge the missing link between the state development agencies but also a instrumental in facilitating better linkages with various Govt, and Non-Govt. agencies of the state for the youth development. The operational plan circulated during the year 2006-07 should be followed while organizing quarterly meetings of the SACYP.

Objectives - To reaffirm the philosophy & objectives of NYKS taking lesson from the life & leadership of Pt. Jawahar Lal Nehru especially scientific temperament & modernization.
